NEW DELHI, June 28—The Cabinet of Prime Minister Indira Gandhi met tonight to re view the announcement by President Agha Mohammad Yahya Khan that a new constitution would be drawn up for Pakistan.

There was no official comment, but informed sources said that the Government considered the proposal “totally negative.”
