WASHINGTON, July 28— Senator Edward M. Kennedy, Democrat of Massachusetts, is planning to visit India and Pakistan within two weeks, his office said today.
Mr. Kennedy, who is chairman of the Senate Judiciary subcommittee on refugees, has received a visa for India. He has applied for a visa to Pakistan.
Senate sources said Mr. Kennedy would seek to inspect the relief program for 7.1 million East Pakistani refugees who have fled to India. The flight began soon after March 25 when Pakistani forces began crushing an East Pakistani drive for political autonomy.
Since then Mr. Kennedy has repeatedly criticized the Pakistani Army's operation, asserting that it contributed to widespread loss of life, to property damage seriously affecting East Pakistan's economy and to the refugee exodus now estimated at 40,000 daily.
