Separatists Will Press Case During U.N. Session

NEW DELHI, Sept. 10 (Reuters)—The self‐proclaimed separatist government of East Pakistan plans to send a delegation of seven or eight persons to New York to press its cause when the United Nations General Assembly convenes. The Assembly session will open there on Sept. 21.

Maboub ul Alam, Foreign Secretary of the Bangla Desh (Bengali Nation) regime, said at a news conference in the separatist organization's mission here that the names of the members of the delegation would be disclosed shortly. The aim, he said, was to provide a new dimension to the Bangla Desh effort and to expose the “genocide” committed by the Pakistan Army.

The separatist official issued a veiled warning to any member of United Nations personnel who has gone to East Pakistan to help in relief work. “Anyone who by his activities helps the enemy forces be comes an accessory,” he said. “The Mukti Bahini (Bengali liberation forces) know how to deal with them.”

He said the United Nations personnel could fall into that situation unwittingly and that the Bangla Desh would have liked to have been consulted on moves to send in United Nations teams.

Mr. Alam said that his “government,” which has yet to be recognized by any state, commanded support and sympathy in many countries in Europe and Asia. He mentioned Britain but did not identify any others.

Mr. Alam said today that the ultimate goal is independence. Four conditions have been proposed for a settlement with the military regime of Pakistan: Acceptance of an in dependent Bangla Desh, unconditional release of the Awami League leader, Sheik Mujib, withdrawal of all Pakistani forces from East Pakistan and compensation for losses and damage.
