KARACHI, Sept. 11 (AP)— Mr. Bhutto criticized the military Government today for failure to hand over power to civilians, and warned there could be “a civil war even in West Pakistan.”
Speaking on the 23d anniversary of the death of Mohammad Ali Jinnah, he said the, country was “virtually on the brink of collapse,” with the Government treasury empty and law and order broken down.
Mr. Bhutto said of the military rulers: “If you are not willing to vacate your office, tell the nation in plain words so it will not be resting on false hopes.”
