CALCUTTA, India, Sept. 19 —The Indian Government is restricting the movements of foreign correspondents attempting to visit camps for East Pakistani refugees and the border areas in West Bengal and eastern India.
Several officials in the outlying districts have informed correspondents that the central Government has stipulated that reporters can visit the border areas and refugee camps only if they carry a special letter from the authorities in West Bengal and are accompanied by an official.
It is understood that the order was issued because the Government is embarrassed by the fact that East Pakistani guerrillas are operating from bases in India.
