KARACHI, Pakistan, Sept. 18 —Nine members of a 10‐man Civilian Council of Ministers for East Pakistan were sworn in yesterday at Dacca, the provincial capital.
The civilian Governor of the province, Dr. A. M. Malik, administered the oath. The tenth member of the cabinet, an interim body, will be sworn in at a later date. Dr. Malik, appointed Governor of East Pakistan earlier this month by President Agha Mohammad Yahya Khan, replaces Gen. Tikka Khan.
The cabinet includes two members of the East Pakistan Provincial Assembly who belonged to the outlawed Awami League, which won a majority in East Pakistan in last December's general elections. They were permitted to retain their seats as individuals after the league was outlawed last March.
