KARACHI, Pakistan, Sept. 25 —The Minister for Local Government in East Pakistan's week‐old Government, Maulana Moammed Ishaque, was slightly injured today by an explosion in his car in Dacca, thought to have been a bomb. He was injured in the right leg and arm.

Mr. Ishaque became a minister early last week when the governor of East Pakistan, Dr. A. M. Malik, formed a 10‐man civilian Cabinet.
