BRUSSELS, Oct. 5—A man who said he had stolen a Vermeer masterpiece has demanded a $4‐million donation to East Pakistan relief for its safe return.

The 17th century painting, “The Love Letter,” was stolen from the Palais des Beaux Arts here on Sept. 21. It was on loan from the Rijksmuseum in Amsterdam.

The self‐styled thief told a Belgian newspaper by telephone that the painting would be returned if a signed agreement was shown on national television tomorrow night.
