NEW DELHI, Oct. 17—India's Defense Minister, Jagjivan Ram, warned Pakistan today that if a war was thrust on India she would not withdraw from any Pakistani territory occupied by the Indian Army.
He also declared that India would not pull back her troops from the borders until the East Pakistan problem was resolved. “India will not submit to world pressure in this regard,” he said.
Mr. Ram, who was addressing a political conference in Kapurthala, in the Punjab, hinted that war was imminent.
