KARACHI, Pakistan, Nov. 8 —Zulfikar Ali Bhutto, leader of the Pakistani delegation that conferred with Chinese leaders in Peking, returned to Rawalpindi today and reported to President Agha Mohammad Yahya Khan on the talks. Mr. Bhutto told newsmen at the airport that the mission had been a “complete success” and had achieved “tangible results.”
