KARACHI, Pakistan, Nov. 20 —President Yahya Khan offered Pakistan's “hand of friendship” to India today in an effort to “begin a new era of good neighborly relations.”
He made the offer in a message to Pakistanis marking the end of the month‐long fast of Ramadan.
Noting that conflicts solved nothing, he said: “While we remain prepared to defend our honor and our territorial integrity at any cost, we stand for peace and friendship with all countries of the world including all our neighbors.”
“India and Pakistan have for long frittered away their energies and resources on arming against each other,” he said. These resources, he added, “should have been used to reap the real fruits of independence for our two peoples.”
