The following pool dispatch was transmitted to Washington today from the American press corps in East Pakistan:
DACCA, Pakistan, Dec. 15—Pakistan is seeking to negotiate separate terms in the Eastern region so she can continue fighting in the West.
In that connection it was noted that Tajuddin Ahmed, Acting Prime Minister of the Bangladesh government, was said to have agreed to terms for a cease‐fire that would include repatriating the West Pakistani forces from the East and protection for non‐Bengalis.
However, the Acting President of Bangladesh, Syed Nazrul Islam, was said to be unreachable in the Jessore area so the official position was unclear.
Meanwhile, new talk of a cease‐fire that would in effect be a surrender arose here today amid Indian bombing of the university area and the military cantonment. A message authorizing the military authorities here to take necessary measures to stop the fighting was reportedly received yesterday by Lieut. Gen. A. A. K. Niazi, the commander here, from President Agha Mohammad Yahya Khan.
Possible difficulties in the way of a cease‐fire were seen in the question of disarming the Pakistani troops and arranging their repatriation.
Though General Niazi had asserted that his forces would fight to the death, it is said that he would not present any obstacle to a cease‐fire.
