NEW DELHI, Dec. 15 (AP)—A senior Soviet delegation delayed its departure for home today for the second time to continue talks with Indian officials on the Indian‐Pakistani War.
A Foreign Ministry spokesman confirmed that Vasily V. Kuznetsov, the Soviet First Deputy Foreign Minister, and four aides, who arrived Sunday for talks with Prime Minister Indira Gandhi, were still in the capital “and now are not sure when they'll be leaving.”
