RR7140B INDIA REFUGEE REPORT The number of refugees who have crossed into India from East Pakistan since March 1971 is now rapidly approaching nine million. Large scale relief is needed if a disastrous famine is to be averted. Indian officials believe that widespread famine in East Bengal will drive millions more refugees into India, increasing the pressures on Mrs. Gandhi to create her own political solution to the crisis.
