Special to the New York Times WASHINGTON, MARCH 28--Information reaching the United States Government from Pakistan today indicated that the military Government appeared to be in control of Dacca.
The reports said, however, that observers in Dacca had no knowledge of the situation elsewhere in East Pakistan
Complete news censorship in East Pakistan prevented an assessment of the situation. Officials here were reluctant to accept as accurate most of the accounts from news sources in India, and they had to depend on the limited reports from Dacca.
These reports said that Dacca was under a round the clock curfew that was lifted briefly on several occasions, presumably to allow people to get food or attempt to resume work in vital services. But people did not appear to come out of their homes in significant numbers, the reports said.
The State Department said that as far as it knew the 1,100 American citizens in East Pakistan--650 of them in and around Dacca--appeared to be safe.
