Dacca. March 3 (delayed).— Shaikh Mujibur Rahman said today that 300 people had been shot dead in clashes here. "The army is behaving like an occupation force. They have opened machine-gun fire on unarmed people". he told Reuter.
At Dacca University. students guarded eight bullet-riddled bodies retrieved after overnight firing. They insisted that many others were taken to their homes by relatives or settled by troops.
One hospital reported 13 dead and more than 60 people seriously wounded. Dacca Medical College Hospital made an urgent appeal for blood donations.

A New York Times reporter writes front Dacca : Shaikh Mujibur Rahman, the East Pakistan leader, said today (Thursday) that he would announce a constitution on Sunday. implying that this would be a step virtually establishing self-rule for East Pakistan.
With food becoming increasingly short here due to the general strike, and workers and shopkeepers suffering, Shaikh Mujibur announced that he would authorize banks to open for business tomorrow afternoon and factories to start operating at night. He also ordered a partial restoration of telegraph services today.
The Shaikh claimed that he had gained control of the central radio station for East Pakistan in Dacca, formerly administered by the western authorities.—New York Times News Service.
