Delhi, May 4.— Two Soviet Ilyushin transport aircraft are on the way to Delhi and East Bengal in an attempt to evacuate Indian diplomats detained in Dacca by the Government of Pakistan.

It became clear later today, however, that the Pakistanis had refused to give Indian diplomats permission to leave Dacca.
