Calcutta, Sept 17
The Indian Government has imposed restrictions on the movements of foreign correspondents attempting to visit refugee camps and the border areas in West Bengal and eastern India.

Several officials and magistrates in the outlying districts have told correspondents that recent instructions from the central Government in Delhi stipulate that reporters can visit the border areas and refugee camp only if they carry a special letter from the authorities in West Bengal and are accompanied by an official.

The new instructions also prevent foreign journalists from visiting the northern parts of West Bengal. In the past foreigners could travel freely in West Bengal, but they were obliged normally to obtain government permits to visit Assam and other eastern Indian states.

It is understood that the orders were issued because the Government is embarrassed by the fact that the East Bengal guerrillas are operating from bases in India.

The instructions apply to diplomats as well.

A British relief team, arrested by Pakistan troops when they entered East Pakistan with relief supplies on September 5. have been released from prison in Jessore, it was announced by their organization, Operation Omega, in London yesterday. The team would probably fly to Dacca today.
