MOSCOW, April 3—President Nikolai V. Podgorny of the Soviet Union voiced alarm about the situation in East Pakistan in a message made public tonight and appealed to President Agha Mohammad Yahya Khan to stop “bloodshed and repression” in the region.
The Soviet President asked the Pakistani leader to resolve differences between West and East Pakistan by peaceful negotiations.
Mr. Podgorny expressed concern over what he described as the “arrests and persecution” of Sheik Mujibur Rahman, the East Pakistani leader, and his associates, who, the Soviet President said, had “received such convincing support by the overwhelming majority of the population of East Pakistan at the recent general elections.”
